Finance - APAC Regional Payroll Tax Lead, Senior Vice President
This position supports APAC HR by providing advice to all country HR departments with respect to all aspects of employment taxes including withholding taxes, tax reporting, and audits.This will involve an understanding of Citi's compensation practices both globally and in the APAC region, as well as a general understanding of US and APAC tax rules and regulations affecting compensation.

This role is a critical and influential role in shaping and driving change across the region at Citi. This role provides an opportunity for a dedicated and pro-active individual to provide advice on a regional basis and expand their skillset beyond a local focus.

Responsibilities include:
  • Partner with HR functions throughout the Region to ensure that the applicable country and local tax rules - including withholding tax, reporting and exemptions, are up-to-date, understood, and implemented appropriately for each Country in the region.
  • Establish close, collaborative interaction with global, regional and country HR functions responsible for developing, reviewing and maintaining BAU HR tax processes.
  • Support HR in any remediation and enhancement of tax processes by providing advice regarding efficient improvement of controls and processes.
  • Lead inclusion of all up-to-date tax rules for the region in any requisite regulatory databases, by partnering with internal and external subject matter experts.

The position requires a committed effort to stay abreast of tax regulatory and industry initiatives that impact HR functions across the region.

Candidates should have a strong working knowledge of HR tax information reporting and withholding rules. Candidates will be expected to work in coordination with subject matter experts and other stakeholders to educate HR functions on new tax developments and to ensure that new policies, controls and procedures are implemented successfully.

The successful candidate is solution-oriented and business practical, advising on risk and mitigants.

  • JD, CPA or equivalent required
  • Tax experience at a law firm, accounting firm or financial services corporation
  • Experience with HR tax issues, ideally with experience leading change and executing on transformation initiatives
  • Good understanding of compensation practices and statutory environment in the region
  • Working with multiple stakeholders and in an organization with a matrix management structure

  • Ability to communicate simply, clearly and concisely both verbally and in writing, adjusting style to suit the audience
  • Excellent interpersonal skills necessary to deal with colleagues at all levels across the Firm
  • Excellent communication (written and verbal) skills
  • Ability to gain consensus and agreement across disparate functions, products and geographies
  • Proven project management experience
