Position Summary
The incumbent will be responsible for leading and driving a section comprising of sourcing team, procurement operations team and account payable team to provide professional procurement services.
Responsibilities
- Develop, plan and implement procurement strategies that are aligned with the bank's goals and objectives.
- Manage the procurement process from start to finish, including identifying potential suppliers on fair and unbiased basis, negotiating contracts, and ensuring delivery of goods and services with agreed payment terms
- Build and maintain relationships with key suppliers and stakeholders, including internal stakeholders such as budget holders and external stakeholders such as vendors
- Act as 1st line of defence to set guidelines for third party management and ensure all procurement activities are conducted efficiently under sufficient and effective controls to protect the bank against reputational, regulatory and monetary risk, etc.
- Ensure compliance with relevant regulations and policies related to procurement, such as ethical sourcing and supplier diversity
- Monitor and analyze market trends to identify opportunities for cost savings and process improvements.
- Develop and manage the procurement budget, ensuring that spending is within budgetary constraints.
- Collaborate with other departments within the organization, such as finance and operations, to ensure that procurement activities are aligned with overall organizational goals.
Requirements
- University graduate; preferred to hold professional qualifications of procurement or supply chain management
- Minimum 12-15 years' relevant banking experiences in procurement or supply chain management and process improvement
- Strong leadership, communication, and negotiation skills, as well as a deep understanding of procurement processes and best practices.
- Proven experience in managing teams and developing procurement strategies that drive value for the organization.
- Mature, proactive, creative, and independent.
- Excellent communication, interpersonal, presentation, analytical and problem solving skills.
- Able to perform under pressure and be resourceful in meeting tight schedules.
- Excellent command of both spoken and written English and Chinese.
