The Risk Management Governance Manager is a strategic professional who closely follows latest trends in own field and adapts them for application within own job and the business. Typically a small number of people within the business that provide the same level of expertise. Excellent communication skills required in order to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business. Necessitates a degree of responsibility over technical strategy. Primarily affects a sub-function. Responsible for consolidation of risk related information, reports, regulatory reporting, etc for the local franchise.

Responsibilities:
  • Co-facilitate with Finance the CSL Basel II Internal Capital Adequacy Assessment Process (ICAAP) by working closely with Business, Finance and various Risk functions including Credit, Market, Operational and Liquidity & Interest Rate Risks
  • Coordinate the submission of annual MAS Industry Wide Stress Test (IWST) for CSL through working with Business, Finance and Risk to complete the stress testing as well and regular interactions with regulators thereafter to address any clarifications
  • Co-Lead with Finance and manage yearly Independent Review and audit towards CSL ICAAP. Manage responses to auditors and regulators in their review of CSL's ICAAP, stress tests,  and all other related queries.
  • Lead, present and discuss Basel and ICAAP updates to CSL Board of Directors and CSL Risk Management Committee, at least on a quarterly basis
  • Ensure a strong risk management framework within CSL through coordinating the annual review of CSL Risk Management Framework, Top Material & Strategic Risks and quarterly review of Top Material risks' KRIs and CSL Risk Assessment.
  • Maintain a robust risk governance system in CSL as the key coordinator for Consumer Risk by reviewing and reporting any breaches the Consumer Risk KRIs, preparing updates for CSL Board, RMC and Risk Management Country Forums (RMCF), executing the Intercompany Placement Framework as well as coordinating the MAS CRAFT submission for risk management.
  • Quarterly Manager's Control Assessment (MCA) for ICAAP process
  • Review and implement BCBS 239 requirements for CSL Risk Management as part of the BCBS 239 working committee.
  • Participate in the execution of CCAR stress test as part of the CCAR taskforce for Consumer Risk.
  • Assist in the Country Risk Management Forum (RMCF) updates across the Singapore franchise for GCB Risk Management

Qualifications:
  • 10+ years of experience
  • Advanced degree (e.g. JD, MBA) preferred
  • Expertise of Risk Governance, Stress testing, Regulatory compliance
  • Knowledge of various risk types - Credit, Market, IRRBB, Liquidity, Operational Risk
  • Excellent written, verbal and analytical skills Must be a self-starter, flexible, innovative and adaptive Highly motivated

Education:
  • Bachelor's/University degree, Master's degree preferred
