Markets Supervision Controls Analyst
The Supervision Control Unit (SCU) is a team within the wider Business Controls and Supervision Group that oversees and maintains the supervision control framework, ensuring business compliance with regulations, policies / procedures, and expectations.
The risk and control officer will support the maintenance of the supervision control framework. More specifically, he/she will run the quarterly supervision attestation process, liaising directly with business CAOs and Supervisors. Other activities may include building supervision hierarchies, monitoring supervision metrics, escalating any overdue cases where necessary. Candidates must possess the skills necessary to analyse large volumes of data, perform investigations and have the ability to communicate effectively with senior members of the organization.

Responsibilities:
  • Run the quarterly supervision attestation process across all regions and businesses
    • Maintain the list of attesting supervisors for each business
    • Review and update each business attestation matrix with CAO / business management
    • Communicate relevant updates to business CAOs / supervisors e.g., changes to controls, changes to the process
    • Test attestation matrices in UAT, remediating any issues with technology
    • Publish the attestations within the UNO tool by the deadline communicated to CAOs
    • Monitor progress and work with business management to ensure timely completion / escalate as needed
  • Train supervisors as needed across all regions and businesses
  • Perform Quality Assurance checks, discussing with CAOs / business management any attestations flagged for review and navigating the organisation to ensure we obtain accurate rationale for control removal/reassignment
  • Communicate to supervisors concisely explaining reasoning for reopening attestation, and any amendments required
  • Maintain guidelines for the attestation process, quality assurance and testing procedures
  • Support reviews by third party reviewers e.g., Audit / Compliance / regulator
  • Onboard new businesses / new supervisors as needed
  • Assist with changes to supervision procedures e.g., controls which are being attested to
  • Standardize the attestation process to ensure consistency across the businesses where possible
  • Identify enhancements to the UNO tool, liaise with UNO IT to develop requirements and perform UAT testing before production
  • Assist with other supervision activities as needed e.g., Delegation, Hierarchies, Metrics
  • In this role you will have the opportunity to learn about a number of businesses in a leading global investment bank.  You will learn about the control environment that is required to satisfy regulations both in the context of the Supervision Control Unit and as part of the wider Markets & Security Services Team in Belfast

  • This is a multi-faceted role which will involve the development of business/product knowledge as well as business analysis, investigative skills and case management.

  • In the Belfast Markets team we have a significant focus on training both to learn more about the products and services in Citi and to develop your skills and career, which the successful candidate will be able to access.

  • The role also offers the opportunity to interact with wide network of senior individuals across the business, Technology, Audit and Compliance in addition to gaining exposure to the wider Business Control and Supervision group

Qualifications:
  • Experience in the financial services industry with exposure to Control functions would be advantageous but not essential as full training will be provided.
  • Basic Product knowledge - familiarity with Markets business and structure of Front, Middle and back office is desirable but not essential.
  • Understanding of risk and control frameworks and how they are utilized within banking
  • Must possess significant experience with MS Excel with the ability to analyze and manipulate large datasets.
  • Experience of working with colleagues from different businesses, regions and support functions.
  • Outstanding verbal/written communication, including the ability to confidently present to senior staff
  • Excellent organizational skills, ability to self-manage, prioritise your own workload to meet the demands of working in a fast paced environment
  • Flexibility to handle multiple tasks and changing priorities. Ability to work to prioritize and meet deadlines
  • Proactive approach to problem solving / initiative
  • Attention to detail and ability to interpret and analyse large volumes of data and complex information
  • Ability to work as part of  global team
  • Effective relationship building skills needed to successfully work with BCS partners and supervisors across different regions and support functions
  • Possess a high aptitude for problem solving and analytical thinking
  • Proactive in approach and able to take initiative daily 
  • Comfortable analyzing data from numerous disparate source systems and summarizing for senior team members
  • Candidates should be comfortable with excel and design/implement new platforms, strategies and solutions
  • Will be able to demonstrate working within a project / team environment, with a focus on development of processes / systems
Education:
  • Degree level qualifications may be an advantage for this candidate but a proven track record in a control / analytical function will be considered equally as important.
  • Qualifications which demonstrate competency in MS Excel, Business Intelligence or other similar systems would be advantageous.
