Description of the Business Line or Department
Kleinwort Hambros (KH) is one of the leading private banks in the Channel Islands (CI) and has Bank & Trust operations in both Jersey and Guernsey with a further Trust business in Asia. The CI group has 378 staff across the Channel Islands.
The CI regulatory reporting manager reports into the CFO for SG Kleinwort Hambros Bank (CI) Ltd and operates from the Jersey office within the Channel Islands (CI) and is part of a team of 8 Finance staff covering the following functions:
  • Financial, Management, Regulatory and tax reporting;
  • Operational processes and Control; and
  • Accounts Payable/Scanning
This role is within a team of 2 which produces all the CI Banking regulatory returns for the JFSC, GFSC & PRA and forms part of the Kleinwort Hambros (KH) Finance (DFIN) department. The KH regulatory team consists of 2 team members in Jersey with a further 16 team members in the UK
Summary of the key purposes of the role
To ensure SGHBCI meets all its JFSC and GFSC reporting obligations and provide information to SGKH London to assist SG's regulatory reporting to the Autorité de Controle Prudentiel (ACP)
• Daily regulatory administration
• Daily regulatory production and monitoring of large exposures & LCR (Liquidity Coverage Ratio)
• Production of daily, monthly and quarterly Channel Islands regulatory returns via new AgileREPORTER tool by Vermeg including:
o Daily large exposures
o Daily LCR Liquidity
o Bank of England MA1 returns
o Quarterly JFSC Basel III & GFSC Basel II reporting
• Responsibility for the review and control of regulatory static data in Olympic
• Ownership of regulatory procedures
• Liaison with the financial control function
• Liaison with the Risk function
• Contribution to internal regulatory projects
• Reduction of regulatory key-person operational risk
Summary of responsibilities
  • Responsible for the accurate production and timely submission of all JFSC, GFSC & PRA regulatory returns for the Bank
  • Daily monitoring of the Bank's business in relation to regulatory limits, including capital adequacy, large exposures, liquidity and large depositors
  • Responsible for ensuring regulatory breaches are appropriately communicated & documented internally to management, Compliance and regulators in line with established procedures
  • Responsible for monitoring regulatory compliance with GFSC & JFSC guidelines & codes of practice, liaison with regulators, production of related management information and responding to change
  • Responsible for monthly reporting to SG Kleinwort Hambros group to assist with reporting to SG Paris
  • Responsible for advising management on the impact of compliance with JFSC and GFSC regulations on existing or proposed business
  • Liaison with Banking Operations, MKS and Risk to ensure accurate recording and coding of data for Financial Control
  • Monitoring regulatory developments and maintaining & developing regulatory knowledge to ensure that:
o Emerging and existing issues are identified, communicated and escalated within the regulatory function and across the business, as appropriate; and
o Regulatory policies, procedures and automations are aligned with all requisite regulatory changes
  • Contribution to internal regulatory projects, including the annual refresh of liquidity behavioural adjustment data, ICAAP, periodic regulatory stress testing, new product developments and automation of Channel Islands regulatory returns
  • Liaison with internal and external audit, as required
  • Attendance at internal committee meetings, as required
  • Working with IT and software suppliers to keep regulatory software and processes up to date and in line with business developments
  • Responsible for the submission of concession limit application forms
  • Manage regulatory accountant
Level of Autonomy and Authority
The job holder will have authority to discuss regulatory matters internally with in the Bank's internal committees. Discuss matters with the regulator (subject to approval) and submit returns to the regulator after receiving approval from the CFO and directors

  • Legal and regulatory comprehension and interpretation skills
  • 2 years' recent regulatory experience, including regulatory audit experience
  • Financial & statutory accounting experience
