Consumer Compliance Bank Examiner, Associate - Supervision Group
The Federal Reserve Bank of New York is hiring for Assistant Bank Examiners for our Consumer Compliance Division. If you are a recent college graduate or have 1-3 years of experience with a background in Finance, Public Policy, Economics, or Business, check out this exciting opportunity! As an Associate Examiner at the Federal Reserve Bank of New York, you will participate in an intensive multi-year training program. This 3-5 year program combines on the job training with classroom training in preparation for the exam to become a Commissioned Bank Examiner.
Job Summary
Consumer Compliance Examiners assess banks’ compliance with consumer laws and regulations. Examinations address areas such as prohibitions against discriminatory lending practices and disclosure requirements for loan documents. Additionally, Associate Bank Examiners are responsible for Community Reinvestment Act examinations. If not commissioned, Associate Bank Examiners will participate in an intensive multi-year training program to become a Commissioned Bank Examiner. The Associate Examiner serves as a member of a full scope point-in-time examinations or inspections. Level of work is generally considered entry level and staff must be able to work under close to general supervision. This position has no direct reports .

Primary Roles and Responsibilities
  • Assist with or conduct supervisory activities to determine banking organizations’ compliance with regulations and statutes related to consumers including fair lending and CRA.
  • Assist in performing risk focused examinations, presenting findings as well as preparing reports and workpapers that support exam findings.
  • If the staff member is a commissioned examiner, perform and supervise risk focused examinations for non-complex firm, present findings as well as prepare reports and workpapers that support exam findings. This includes the communication of findings to the FRBNY and senior bank management.
  • Assist in assessing compliance risk management programs and practices, internal audits and internal controls.
  • Participate in department and system-wide task force committees and make recommendations related to supervisory/regulatory practices, policies, and proposals.
  • Analyze consumer complaints against member banks.
  • If not commissioned, completes core curriculum courses in Examiner Training Program, on-the-job training assignments, and Proficiency Examinations
  • Perform additional duties as assigned

Education and Qualifications

Education:

  • Bachelor’s Degree. Coursework or experience in Finance, Public Policy, Economics or Business preferred.
  • Certified Regulatory Compliance Manager (CRCM) designation is a plus.


Qualifications:

  • Commissioned Bank Examiner from a Banking Regulatory Agency with a minimum of 1-2 years consumer compliance specialty/CRA experience; and/or
  • Consumer regulatory compliance experience with a minimum of 1-2 years working in a compliance department/role or as a compliance consultant within the financial services industry strongly preferred.
  • An basic understanding of retail banking deposit and lending operations and their related consumer banking laws and regulations, including fair lending and CRA.
  • Exceptional critical thinking skills with the ability to assimilate new information, manage multiple tasks and assess compliance risks.
  • Proven team player with the ability to build collaborative relationships
  • Strong communication skills (verbal and written), including the ability to clearly articulate supervisory concerns as well as the ability to stay focused on key messages to manage questions and discussions effectively during meetings.
  • Strong organizational skills
  • Ability to accept changing roles, responsibilities, work processes, assignments, etc.
  • Flexibility to adapt to new situations and work sites, including the ability to travel locally or domestically, overnight throughout the Second Reserve District and to other Federal Reserve Banks as needed (up to 30% travel)
  • Commitment to a structured training program leading to Bank Examiner commissioning
  • Ability to balance multiple priorities and meet tight deadlines within a fast –paced and high stress environment.
  • An alytical and problem solving skills, including the ability to conduct analysis, synthesize information, produce reports and convey findings to area management


This position requires access to confidential supervisory information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law.
