Job Description:
On behalf of our public sector client, Affinity is looking for a Business Systems Analyst to support both Legal Services & Privacy with Operational Excellence initiatives by leading requirements elicitation, process design, and solution analysis across key workstreams including intake, service model, reporting, and enabling technology. The role is critical to translating business needs into actionable requirements to enable a structured legal and privacy operating model, improved intake and triage processes, and data-driven reporting capabilities.
Responsibilities:
• Lead workshops with Legal, Privacy, ITS, and business stakeholders to gather and document requirements
• Translate business needs into functional, non-functional, and data requirements
• Develop requirements for:
o Intake and triage processes
o Business interaction model and catalogue of services (as applicable)
o Reporting, dashboards, and KPIs
• Support gap analysis between current-state processes and desired target operating model
• Document current-state workflows
• Define to-be processes aligned to the roadmap developed from previous assessments (as applicable)
• Develop:
o Process maps (L2/L3)
o Business rules and decision logic (e.g., triage, escalation, prioritization)
• Ensure alignment across workstreams to support cohesive operating models
• Support assessment of existing tools vs. new solutions for intake, tracking, and reporting
• Define requirements for:
o Workflow automation
o Data capture and structured intake
o Dashboarding and reporting
• Work with ITS to evaluate fit/gap and integration considerations
• Define data model required to support operations insights
• Collaborate with stakeholders to identify:
o Key performance indicators (KPIs)
o Reporting requirements and dashboards
o Ensure traceability from intake data → reporting outputs
• Support pilot (MVP) definition and validation across both projects prior to broader rollout
• Assist with user acceptance testing (UAT) and solution validation
• Provide input into change management and training materials
• Maintain requirements backlog and support iterative delivery
Qualifications:
• Minimum 7 years Business Systems Analysis experience
• Minimum 7 years experience in: Requirements elicitation and documentation, business process modelling (BPMN or equivalent) and workflow and service model desig
• Minimum 7 years experience with: Intake / case management / service delivery processes, data and reporting requirements (dashboards, KPIs) and working with cross-functional teams (business + IT)
• Experience in Legal & Privacy Operations / Professional Services environment
• Familiarity with service catalogues and intake model
• Familiarity with enterprise tooling (e.g., workflow/case management, reporting tools
• Experience supporting phased / agile delivery models
