Who we are looking for



We are looking for a Technology Cost Management subject matter expert, Vice President, reporting to the VP leading product, tooling, and transformation within the Global Technology Services Financial Operations Office. In this role you will build and lead a Technology Financial Management and Total Cost of Ownership capability within the Global Technology Services Financial Operations Office.

This role will lead the business design and governance of State Street's technology cost management capability, helping Global Technology Services provide clear, consistent insight into technology spend, cost ownership, optimization opportunities, and financial decisions for technology leaders and business stakeholders. The successful candidate will combine finance expertise, technology fluency, and strong partnership to build trusted cost transparency practices that support executive reporting, enterprise accountability, and better business decisions.



This Vice President will own the business methodology for cost management, including cost model design, allocation logic, showback, future chargeback enablement, optimization tracking, and benefit validation. The ideal candidate can turn complex cost and operating data into clear, defensible insights for senior leaders.




Why This Role Is Important to Us



Global Technology Services is expanding how it understands, governs, and manages spend across infrastructure, applications, cloud, labor, and services. This role will define how cost is measured, allocated, reported, and optimized, giving technology leadership, finance, and business stakeholders a consistent, well-governed basis for decisions. It will partner with analytics engineering, Finance, Procurement, platform, and technology owners to ensure the methodology is practical, governed, and fit for enterprise use.




What You Will Be Responsible For



  • Own the TCO/ITFM methodology, including cost pools, allocation rules, service and product costing, assumptions, and change history.

  • Establish showback reporting and chargeback preparedness, including methodology, policy inputs, stakeholder alignment, and governance.

  • Define the framework for identifying, sizing, tracking, and reporting cost optimization opportunities.

  • Set logic for validating realized savings against targets, separating deterministic results, estimates, and advisory analysis.

  • Define KPIs, reporting standards, and executive narratives that make cost transparency and optimization performance clear to senior leaders.

  • Translate financial policy, business needs, and operational realities into requirements for analytics and data delivery partners.

  • Validate that implemented calculations and data products reflect the agreed methodology and are suitable for leadership reporting.

  • Partner with finance, procurement, infrastructure, application, cloud, service catalog, and configuration management teams to improve source data.

  • Maintain documentation, assumptions, decision records, and governed methodology artifacts for consistency, repeatability, and auditability over time.

  • Serve as a trusted point of contact for cost questions, aligning technical and non-technical stakeholders on definitions, logic, and results.

  • Clear communication style for senior leaders, finance partners, technology teams, and non-technical audiences.

  • Comfort working across functions, resolving ambiguity, and building alignment where definitions and ownership are still maturing.

  • Exacting standards for documentation, governance, consistency, and repeatable decisions.




Education & Preferred Qualifications



  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, Information Systems, Operations Management, or a related field preferred.

  • MBA or relevant advanced degree preferred; equivalent experience may be considered.

  • Experience in ITFM, TCO, FinOps, finance transformation, business operations, and related fields.

  • Experience designing or operating cost allocation, showback, chargeback, unit costing, service costing, or benefit tracking frameworks.

  • Experience defining KPIs, allocation methods, and reporting standards for executive financial or operational reporting.

  • Experience translating financial and operational requirements into analytics, reporting, or data product requirements.

  • Familiarity with TBM taxonomy or comparable cost frameworks.

  • Experience with infrastructure, application inventory, cloud, CMDB, service catalog, or product taxonomy data preferred.

  • Relevant certifications or training preferred, such as TBM Practitioner, financial analysis, technology, finance, or service management credentials.

  • Experience working in financial services or another regulated enterprise environment preferred.




Additional Requirements



The role requires strong partnership across finance, technology, procurement, analytics engineering, and governance stakeholders. The candidate should be comfortable operating in a matrixed environment with evolving requirements, data quality considerations, and leadership reporting needs.




Salary Range:

$110,000 - $188,750 Annual



The range quoted above applies to the role in the primary location specified. If the candidate would ultimately work outside of the primary location above, the applicable range could differ.
